Recent Developments
Sep 4, 2026 - Vocational Professionals Can Help SSDI Beneficiaries Return To Work
- Employment networks (EN) and vocational rehabilitation (VR) agencies may benefit from the US Social Security Administration's (SSA) Ticket to Work Program, according to Forbes. The Ticket to Work Program is a free and voluntary program for Americans between the ages of 18 and 64 who receive Social Security Disability Insurance (SSDI). Program participants receive a "Ticket" they can assign to an approved EN or a VR. The Ticket To Work process begins with assessment and proceeds from an individual work plan through skills development to a trial work period that allows beneficiaries to test their ability to work for up to nine non-consecutive months without any impact on their SSDI benefits regardless of how much they earn. Once a permanent job offer is made, vocational professionals can guide individuals through the Americans with Disabilities Act accommodation process. If the beneficiary requires a modified schedule, assistive technology or a flexible work schedule, EN or VR professional helps ensure that the individual is accommodated.
- The US Department of Labor announced a national expansion of its National Expansion of Employment Opportunities Network initiative aimed at expanding job opportunities for Americans with mental health conditions, including those with co-occurring disabilities. Key goals include helping states improve collaboration across agencies serving people with disabilities, including vocational rehabilitation agencies, mental health agencies, developmental disability agencies, and workforce agencies; supporting states in expanding and sustaining effective employment policies and practices that lead to measurable employment results for people with mental health conditions; and promoting evidence-based practices to increase employment success for individuals with mental health conditions and use of data to guide decisions.
- Vocational rehabilitative services may see increasing demand due to new Medicaid requirements mandating proof of work or similar activities to receive benefits. Many Medicaid expansion enrollees must document at least 80 hours per month of work or similar activities, meet an income threshold, or qualify for an exemption to keep coverage under the new requirements. States face a tight timeline to comply with complex eligibility, reporting, and verification processes before the requirements take effect on January 1, 2027, according to a report from the Center on Budget and Policy Priorities think tank. States need more time to comply with new Medicaid requirements, according to the Center on Budget and Policy Priorities. The Congressional Budget Office estimates that millions of people could lose coverage not because they fail to meet requirements, but because they struggle to navigate reporting systems or encounter administrative barriers. Without more time and clearer federal guidance, the report argues, states risk deploying aging or overburdened systems that are not fully ready.
- Vocational rehabilitative service industry employment increased slightly and average wages for nonsupervisory employees decreased slightly during the first seven months of 2026, according to the US Bureau of Labor Statistics. Vocational rehabilitation service industry revenue increased 0.2% year over year and 2.9% quarter over quarter during Q4 2025, according to the US Census Bureau. Vocational rehabilitative service sales are forecast to increase at a 1.75% compounded annual rate from 2026 to 2030, slower than the growth of the overall economy, according to Inforum and the Interindustry Economic Research Fund, Inc. Community vocational rehabilitative service revenue typically comes from contracts with state vocational rehabilitation agencies, which authorize billable services. Fee-for-services contracts base payment on hourly, daily, half-day, or other unit-based rates.
